Ensuring the use and application of information and communication technology up to all districts, upazilas and union levels of the country, through coordination and sustainable development, to deliver services electronically at the doorsteps of the people, knowledge-based economy, use of information technology in establishing good governance and ensuring the best use of information technology sector. Information and Communication Technology under the Department of Information and Communication Technology of the Ministry of Posts, Telecommunications and Information Technology with the mission of developing infrastructure, building skilled human resources, creating jobs and establishing good governance through the establishment of e-services on July 31, 2013. Department of (ICT) (DoICT) was formed.
The need and effort to form an association as a completely non-political organization with all the officers of 9th grade or above permanently appointed in the ICT Department as members is a long standing one. Department of ICT Officers' Association (DOA) has been formed as a continuation of this effort.

The association will work for overall welfare with the aim of improving the professional standards and skills of the members, creating closer mutual relations between the members, awakening the spirit of patriotism and brotherhood, national and technical development of the members and improving the standards of the people engaged in technical work.
The Association as a professional organization can carry out joint activities with the technology and society based professional organizations of various countries recognized internationally including developing bilateral/multilateral relations nationally and internationally.
The association will work towards enhancing the professional knowledge, skills, attitudes and ethics of the members.
The Association will carry out research with single/joint institutes/organizations on various subjects of national importance including technical development.
To help and encourage the members of the Association to acquire technical knowledge and professional skills by participating/organizing various national and international days, seminars, lectures, conferences, symposiums, workshops, trainings, publication of periodicals, journals and books and other related activities and will excite
